This course is concerned with the nature and functioning of the public administrative process.
The goals of the course are: (1) to develop an understanding of administrative behavior in
the public sector, and (2) to understand how administrative behavior and structure affects the
making, implementing, and managing of public programs and policies. The course serves as a
survey of the fundamental concepts and issues of public administration and management. The
course format consists of a case study approach. A substantial part of the weekly meetings will
be devoted to practical exercises and cases. Role playing, simulation, and case analysis will be
emphasized. Class participation is an essential and important part of the course.
